I think it should be like the show and manga. Make it a whole Genin Graduating class. GM hosted exams. and when acad students grad they get a jounin to follow and learn. they learn all they need to from this Jounin. People who know the game should be allowed the title of Jounin, Maybe some GM's can help out.
We could have tests run by the Game masters. and the team members when their jounin is on, can go on official missions and everything. just like the anime. As i said. maybe some of the Game Masters can be Jounin to help out. at first.
You dont need a FRIENDLY Kakashi. just People willing to be Jounin.OR. if u wanna do it a diff way. which is gunna be probably very hard Code in JouninNPC's and Have 3 Genin assigned to that Jounin. and when the genin logs in. he can go to his Jounin master to get missions and do em with his team. or with the master.

Hopefully any Jounin in the game should be able to lead a team, I mean whats the point of having Jounin if they aren't qualified for the position. If the creators make the tests capable of producing Optimal Jounin then you won't have to worry about coding in helpers, so the only thing they should be bothered with is making the Jounin test enough of a challenge so that the newbies can be entrusted into their care. This will also cut down on the number of Jounin and make it a rank of great stature and renown. Then with the limited Jounin and the surplus of Genin/chuunin you can set up teams to play the game with.
