im not sure if this is already in the game but, you could add the sanin rank with a limit of only 3 sanin to a village and their like the kages guards also u could put in an assination team that is a gruop of 5 and the kage picks a player or another kage and they must assinate that player or kage. Oh and if hunter nin arent in yet u could get a group of 10 hunternin per village and they getta list of every1 who betrays the village and they can go kill them can for eveytime they kill them they get some yens or something
